Initiation describes the preliminary steps that are necessary before a decision is made to conduct a RA. These steps are not necessary if a contaminated site has already been identified. However, there may be other sites for which little is known and the decision to conduct a RA should be based on preliminary information about these sites. 

Initiation consists of four main tasks:
